Terje Roed-Larsen

Terje Roed-Larsen is a Norwegian diplomat and career United Nations official who served as president of the International Peace Institute (IPI, EIN 03-0213226) from 2005 to 2019. Prior to IPI, he served as the UN Special Coordinator for the Middle East Peace Process (2004-2008) and as head of the UN Mission in Lebanon. He is widely credited as a principal architect of the 1993 Oslo Accords, having led Norwegian-facilitated back-channel negotiations while serving as Minister of Planning in the Norwegian government.

Under Roed-Larsen's leadership, IPI received at least $650,000 in donations from Jeffrey Epstein between 2011 and 2019. Epstein also extended a personal $130,000 loan to Roed-Larsen in 2013. Roed-Larsen did not disclose the personal financial relationship to the IPI board.

Following Epstein's arrest in July 2019 and death in August 2019, these ties were exposed by investigative reporting. In October 2019, Roed-Larsen resigned as IPI president. The IPI board issued a statement confirming that Roed-Larsen had failed to disclose the personal loan from Epstein.

Roed-Larsen appeared directly in Epstein's calendar and email files. A June 2011 email from Lesley Groff to Epstein states "Terje will be landing in just a few minutes." A March 2012 email chain concerns scheduling a dinner with Roed-Larsen at 7:00 PM at Epstein's residence. A September 2018 email thread among Roed-Larsen, Epstein, and Borge Brende (then Norwegian foreign minister and later World Economic Forum president) discusses meeting during Brende's upcoming stay.

In a September 2014 email from Epstein to Kathy Ruemmler (EFTA02589823), Epstein asks her opinion of Roed-Larsen's role in the Oslo Accords. A November 2015 email from Valeria Chomsky to Lesley Groff (EFTA02066715) asks for the name of the White House counsel she and Noam Chomsky met "at Jeffrey's together with Terje Rod-Larsen," confirming that Roed-Larsen and Kathryn Ruemmler were both present at Epstein's residence at the same event. Roed-Larsen's case became a prominent example in analysis of how Epstein cultivated influence by donating to international nonprofit organizations whose leaders then became personally indebted to him.
