Former Governor of the U.S. Virgin Islands (2015-2019). DOJ documents released in January 2026 reveal Mapp maintained direct and sustained communications with Jeffrey Epstein during and after his time as governor.
Messages show Mapp thanked Epstein for donations totaling at least $160,500 and reported on a public presentation of funds. Mapp confirmed in a May 2023 sworn deposition that he had lunch on Epstein's island, Little St. James, placing the visit between 2015 and 2019, likely 2016.
A 2024 amended lawsuit alleged USVI officials including Mapp conspired with Epstein for financial gain. In one exchange Mapp suggested Epstein consider lending $275 million to the Virgin Islands government. Government lawyers filed a motion in 2024 to withdraw from representing Mapp, and he represented himself after that motion was granted.
RICO claims against Mapp were dismissed in March 2025.
