Tova Noel

On 18 May 2026, in room 2247 of the Rayburn House Office Building, the House Committee on Oversight and Government Reform took a voluntary transcribed interview from Tova Noel, a former Bureau of Prisons officer and one of the two on the midnight-to-8 a.m. shift in the Special Housing Unit of the Metropolitan Correctional Center in Manhattan when Jeffrey Epstein was found dead on 10 August 2019. Chairman James Comer requested it; Noel appeared with counsel Jason Foy and Rudy Brioche; the session ran 10:00 a.m. to 2:16 p.m. and fills 135 pages. She said she had "been asked to come before you to speak for the first time publicly," though the transcript also records a 2021 DOJ interview and earlier Bureau and Inspector General reviews. Her opening statement acknowledges "with full candor" that she did not execute the counts and rounds properly, says the inaccurate paperwork was filled in at the start of each shift and not to cover anything up, and blames missing SHU training, mandated 16-hour shifts, understaffing and what she calls the "MCC way." She also states that the Epstein Files Transparency Act release published her date of birth without proper redaction and that she is harassed at her residence, workplace, email and phone. Counsel Emily Feyerabend, Jack Emmer, Billy Grant and Giancarlo Pellegrini then work the night through: the unmonitored shower-stall phone call, the CPAP cord running out of the cell, the cellmate removed at 8:38 a.m., the 10 p.m. count she says she conducted alone, and the 10:39 p.m. "flash of orange" on the L tier stairs. She denies every payment allegation put to her and says she believes Epstein took his own life.

Federal charges against MCC New York corrections officers Tova Noel and Michael Thomas for falsifying prison records on the night of Epstein's death. The officers were charged with conspiracy and making false records. They admitted to failing to conduct required rounds and to falsifying log entries. The charges were later resolved through a deferred prosecution agreement requiring community service.
