Background

Norwegian career diplomat and former Ambassador to Jordan and Iraq, best known alongside her husband Terje Rod-Larsen as a central figure in the secret negotiations that produced the 1993 Oslo Accords between Israel and the PLO. The Epstein files released under the Epstein Files Transparency Act revealed that Epstein named the children of Juul and Rod-Larsen as beneficiaries in his will, drawn up shortly before his death in federal custody in August 2019, leaving them $10 million. Norwegian Foreign Minister Espen Barth Eide stated the files revealed a serious lapse in judgment.

Juul resigned as ambassador in February 2026 following discussions with the Ministry of Foreign Affairs. On February 9, 2026, Norway's Okokrim financial crimes authority charged Juul with aggravated corruption in a separate investigation. Her security clearance was revoked and she was placed on administrative leave.

Rod-Larsen had previously been removed from his leadership role at the International Peace Institute in New York over a $130,000 loan he received from Epstein.
