Background

Former Governor of the U.S. Virgin Islands (2007-2015) whose administration coincided with Epstein's most active period on Little St. James Island.

His wife Cecile de Jongh worked as a personal assistant and office manager for Epstein for years, a fact disclosed in 2023 JPMorgan litigation. Epstein paid college tuition totaling $70,066 for de Jongh's children at American University, Elon University, Skidmore College, and Wake Forest University, largely in 2008 and 2009. Epstein also loaned the couple $215,000 connected to improvements to their private residence made using public funds.

An amended lawsuit filed in 2024 alleged USVI officials conspired with Epstein for financial gain. RICO claims against de Jongh were dismissed in 2025. Released DOJ files confirm the tuition payments and loans documented in the January 2026 release.
