His name appears in the DOJ 305-name list of politically exposed persons released in connection with the Epstein Files Transparency Act. A separate FBI crisis intake report from 2019 contains an anonymous tip alleging Carter was present at Epstein's Florida mansion during an incident circa 1996 in which the caller claimed to have been drugged. The DOJ stated the anonymous tip did not lead to formal investigation or charges, and the allegation has not been corroborated by flight logs, black book entries, or any other document in the Epstein files.
Rep. Nancy Mace publicly called for Carter to testify before the House Oversight Committee in March 2026. Carter has not been charged, subpoenaed, or formally investigated.
