Former U.S. Attorney General (2009-2015) who served during Epstein's post-conviction period. Under Holder's tenure, the DOJ did not pursue additional federal charges against Epstein despite growing evidence of wider trafficking activities.
Holder had previously served as Deputy Attorney General under President Clinton and as U.S. Attorney for the District of Columbia. As Attorney General, he oversaw the Civil Rights Division and prosecuted a range of financial and public corruption cases, but the DOJ did not revisit the 2008 Epstein non-prosecution agreement negotiated under his predecessor.
Holder departed as AG in April 2015 and returned to private practice at Covington and Burling. His name appears in the Epstein files in the context of DOJ-related reporting and oversight inquiries. He was named on the DOJ's February 2026 release of 305 politically exposed persons connected to the Epstein investigation record.
Critics have pointed to the 2009-2015 period as a missed opportunity to investigate Epstein's broader trafficking network before the 2019 SDNY indictment.
